This is the real, working, free API you asked about. IndexNow is a protocol Bing, Yandex, Naver, Seznam, and Yep (which feeds DuckDuckGo) all read directly — you ping it, and instead of waiting days for a crawler to notice your update, they know in minutes. It costs nothing and needs no account.

Scope check: Google does not participate in IndexNow — nothing does that for Google. For Google, the free path is still Search Console's sitemap submission and "Request Indexing" on the URL Inspection tool. IndexNow is real and it is genuinely free, it just doesn't cover every engine.
